Sarah Morgan, Director of Organisational Development & Director of the SEL ICS Workforce Programme, Guys and St Thomas’ NHS Foundation Trust

Sarah Morgan joined the NHS in 2002 as a graduate General Management Trainee in the North West. She spent five years working in operational management across acute, mental health and specialist services. In 2007, Sarah joined KPMG and spent over five years supporting NHS clients with CIP, strategy development and whole health economy redesign work.  

Sarah rejoined the NHS in 2013 as the Executive Director of Development in a mental health and community trust. In May 2014, Sarah joined the DHSC to lead the Dalton Review examining new options and opportunities for providers. This introduced the concept of Groups to the NHS. It was published alongside the Five Year Forward View in December 2014.  

Sarah moved to Guys and St Thomas’ NHS FT in January 2015 as the Director of Organisational Development to work closely with the Board to lead on their strategic organisational design and development agenda including the development of the GSTT Group model and associated governance.

Sarah has been the Director of the South East London ICS Workforce Programme since November 2020 leading the people agenda across the six Boroughs.
