Caroline Bayne

Caroline is Lead HR Consultant for Learning and Development for the City of Edinburgh Council, the second largest local authority in Scotland, employing around 19,000 people. Caroline has worked in Public Sector workforce learning for 18 years.

Caroline leads a team of 13 HR Learning and Development professionals, supporting colleagues to access to blended learning opportunities which enable them to enhance their role.

Caroline is passionate about lifelong learning across the employee journey and the promotion of wider aspects of development which take place every day through work activities, study, mentoring, coaching, peer observation and reflection.
