Lynne Highway

Lynne Highway is Director for People at Scottish Water and a member of the Executive Leadership Team. She joined in October 2023 and leads the People Directorate, ensuring the organisation's people strategy supports the delivery of an essential public service to customers, communities and the environment across Scotland.

Lynne began her career in banking before moving into HR. That grounding in how businesses operate and serve customers has shaped her approach ever since. Over more than 35 years at NatWest Group, she sat on executive and risk committees alongside business leaders and was HR partner with members of the Group Executive Committee. Her global remit included Technology, Finance, Risk, Marketing and Transformation. Latterly, she was Director of Colleague Experience & HR Transformation, leading HR automation, the group people strategy and running one of the UK's largest payrolls.

Her career has involved people decisions with significant commercial, regulatory and reputational stakes. She has led the people and business elements of significant transformation, including through the financial crisis and large-scale global restructures. She led the colleague response to Covid-19 and was a core member of NatWest's Incident Co-ordination Group, accountable for people decisions during serious events.

Lynne is a Chartered member of the CIPD and a member of the Scottish HR Leadership Group Advisory Board, she has been an adviser to third sector organisations including the Kings Trust where she was a member of the Scottish Advisory Board.
