Claire Gore

Director of the Future of NHS HR and OD, NHS England

Claire is an experienced Chief People Officer (CPO) in the NHS having spent 12 years as a CPO in two provider trusts in NW London. Claire Joined NHS England in 2022 as the Director of the Future of NHS HR and OD (FHROD) programme following the publication of the FHROD Report in November 2021. Her role then was to oversee the implementation of the report’s recommendations. One of the significant recommendations within the report was that people services across the NHS in England should be scaled to address the manual, duplicative, erroneous and expensive provision of the service resulting in poor customer service. Claire is now the Programme Director for the Transforming People Programme, which is probably the biggest ever transformation of HR services globally ever undertaken, and which will over the course of the programme see people services become increasingly digitalised with improved customer experience, people professionals being able to focus on matters to the business and realise significant efficiency and productivity savings.

Claire has a passion for developing the people profession and has led the development of the profession nationally and was successful in gaining CIPD Partnership status for the NHS in recognition of the work undertaken to develop our people profession.

Prior to working in the NHS Claire worked for Brent Local Authority and the Metropolitan Police Service and joined the NHS to continue her ambition to make a difference to people’s lives.
