Saira Shah

Saira is a values-driven NHS Executive with over 20 years’ leadership experience across acute, specialist and system healthcare. She is Chief People Officer at West Hertfordshire Teaching Hospitals NHS Trust, providing Board-level leadership across workforce strategy, organisational performance and transformation. Previously, she held senior roles including Director of People and Culture at The Brompton and Harefield Hospitals and Deputy Chief People Officer at London Ambulance Service NHS Trust. Passionate about creating inclusive, high-performing organisations, Saira has led award-winning work in workforce transformation, rostering, efficiency and productivity. She is a Fellow of the CIPD, an accredited Coach and Mediator, and was named by the CIPD as one of the Top 30 HR Practitioners globally for 2026.
